The regional leader reported on progress in solving them to Vladimir Putin. Shchukin reported on draining flooded territories, restoring power and water supply, and beginning reconstruction work. In particular, difficulties with payments for loss of self-built housing due to flooding were resolved by registering 60% of such properties in the cadastral register "retroactively," while assistance for the rest comes from off-budget sources through sponsors and donations. Another topic was support for servicemen and their families: Shchukin proposed creating a House of SMO Veterans in Makhachkala, consolidating all types of support for military personnel and their loved ones there.
